a) Does the word ‘country’ in the question mean the country where you currently living or the country where you born?

Answer: It mentions the country where you presently living and NOT the country where you born (in case your country of birth, and the country of living are different). If you born, living and have citizenship in the same country then you can simply type your country name in the field.

b) Does this question mean whether the visa applicant has lived in India for at least 2 years?

Answer: Nope! The question is about your country, from where you are applying the visa from.

Example: If you are living the United States of America. Have you lived in the U.S for at least two years?

There are possibilities for a person to be living in a country who immigrated recently from another country.

c) Does it mean whether I have lived my last 2 years (or) whether I have lived over 2 years in the country I’m currently living in?

The question doesn’t mention “past 2 years” or ” last 2 years”. If you have lived more than two years in the country from where you applying the visa then you can select the option “YES”.
